Public hearing on Local Law repealing Town Code Chapter 76 – Landlord Registry, and Re-Enacting a New Town Code Chapter 76 - Landlord Registry and Rental Property Health and Performance.

Accept Abstract and Paid Prior in the amount of $1,050,697.28 for 2023 and $1,272.63 for 2024

Request to Accept Donations to Bedford Police Department

Request by Police Chief Melvin Padilla to increase the annual budgeted revenue and the department’s appropriations account to reflect the donated amount of $4500.

Request to Approve Tri-Town Intermunicipal Agreement to Continue the Drug Abuse Prevention Program DBA Thrive!

3.IV.

Request to Award Town Facilities Refuse Removal Bid

Request by DPW Commissioner Kevin Winn to authorize the Supervisor to sign 2024-2025 contract with the low bidder, AAA Carting and Rubbish Removal Inc., subject to receipt of:

  1. Documentation of a 2023 Westchester County Refuse License
  2. An insurance certificate meeting the requirements of the contract
  3. A performance bond of $70,241 (first year contract value)

Request to Award Concrete Sidewalk and Curb Contract

Request by DPW Commissioner Kevin Winn to Award Concrete Sidewalk and Curb Contract to the lowest bidder, Acocella Contracting Inc, and to authorize the Supervisor to execute a contract with Acocella Contracting Inc subject to receipt of the necessary insurance. Funds will be drawn from capital and expense budgets for infrastructure repair.

DEC QUIPP Contract for Phase II Sewer Project

Request by DPW Commissioner Kevin Winn to adopt resolution approving the Department of Environmental Conservation Contract for Water Quality Improvement Project Program Grant in the amount of $700,000 for the Phase II Sewer Project in Katonah and Bedford Hills.

Request to Approve $50,000 Grant Agreement for Path Expansion Design

Request by Planning Director Jesica Youngblood to approve the Memorandum of Understanding (MOU) with Hudson River Valley Greenway Association for funding in the amount of $50,000 for a design plan for pedestrian & bicycle safety improvements for the multi-use path along Route 117.

  1. Authorizing the issuance of $156,000 Bonds to pay the cost of the purchase of Police Vehicles for the Town of Bedford
  2. Authorizing the issuance of $70,000 Bonds to pay the cost of Town Historical Document Preservation
  3. Authorizing the issuance of $175,000 Bonds to pay the cost of the Purchase and Installation of computer hardware and software for various departments of the Town of Bedford
  4. Authorizing the issuance of $120,000 Bonds to pay the cost of the Preparation of a Comprehensive Plan for the Town of Bedford
  5. Authorizing the issuance of $30,000 Bonds to pay for the cost of Electric System Replacement at the Bedford 1787 Court House
  6. Authorizing the issuance of $80,000 Bonds to pay for the cost of the Purchase of Construction and Maintenance Vehicles for the Town of Bedford

Request to Adopt Bond Resolutions Subject to a Permissive Referendum

Request to Adopt the Following Bond Resolutions Subject to Permissive Referendum:

  1. Authorizing the issuance of $250,000 Bonds to pay the cost of Sidewalk and Curb Replacement and Related Improvements in the Hamlets of Bedford Hills and Katonah
  2. Authorizing the issuance of $375,000 Bonds to pay the cost of Reconstruction and/or Resurfacing of Various Roads located throughout the Town of Bedford
  3. Authorizing the issuance of $336,500 Bonds to pay the cost of the Purchase of Construction and Maintenance Equipment 
  4. Authorizing the issuance of $35,000 Bonds to pay the cost of Police Traffic Control Equipment
  5. Authorizing the issuance of $632,000 Bonds to pay the cost of Police Communications Equipment
  6. Authorizing the issuance of $20,000 Bonds to pay the cost of Cemetery Improvements
  7. Authorizing the issuance of $65,000 Bonds to pay the cost of Highway Department Traffic Control Equipment
5.VIII.

Request to Adopt Orders to Set Public Hearings on the Park District Improvement Bonds

Request to Adopt the following Orders to hold public hearing on the following improvements, each of which has been determined and documented to be a Type II Action under SEQRA and will not result in any significant adverse environmental impact.

  1. Order to set a public hearing on January 16 at 6:05PM on the increase and improvement of the facilities of the Bedford Hills Park District including pool facility assessment and condition survey ($100,000), basketball court renovations and equipment replacement ($30,000), and pool house renovation ($75,000).
  2. Order to set a public hearing on January 16 at 6:08 PM on the increase and improvement of the facilities of the Bedford Village Park District including pool facility assessment and incidental expenses in connection therewith ($10,000).
  3. Order to set a public hearing on January 16 at 6:10 PM on the increase and improvement of the facilities of the Katonah Park District including pool facility assessment and incidental expenses in connection therewith ($10,000).

Request to Adopt Resolution in Support of NYS Packaging and Recycling Infrastructure Bill

Request for the Town Board to renew its support for the NYS Senate and Assembly to pass proposed Packaging Reduction and Recycling bill in the January 2024 session because the requirements in these laws will help Town of Bedford reach its waste reduction goals, increase health, lower costs, and reduce litter.  Attached is a draft resolution and a fact sheet from the organization Beyond Plastics about the potential impact of this legislation.
